Is there a vst plugin which can change the pitch of an entire guitar
track, dropping it a whole step, like from D to C? Autotune?

Yup, retune the axe; only, some whammy systems require a full re-setup.

Actually there are a bunch of programs and plugins that do that but
they all sound like crap unless the track is buried deep

I do it all the time. Can't speak for VST, but PTools has real time
pitch change (I don't even have the latest version with the enhanced
"elastic" time and pitch algorithm). Does it sound good? Well,
what's good? : ) If you're talking certain kinds of guitar sounds
the artifacts aren't going to work all that much against you. I
might not use it front and center in the track, but if a guitar is
crunched up with 3 kinds of wack, a little ugliness from the pitch
change isn't going to be a deal breaker. : )

Very true. I tend to do a lot of acoustic guitar that is solo or way
out in front.... there it makes a big difference.

I've used Pitch'n'Time and the Waves Transform bundle (Soundshifter).
They both sometimes sound great and sometimes sound like crap. I
first used P'n'T on an already mixed backing track for a convention.
The singer needed it a minor third higher. I downloaded the demo and
tried it on an orchestral piece by Wynton Marsalis. It sounded
absolutely fantastic! Then I tried using it to speed up a mixed track
without changing key and it smeared the center like crazy. Had the
same problem w/ the Waves Soundshifter. On the other hand, I've
changed key on tunes using Soundshifter by processing each track
before overdubbing and mixing and gotten pretty good results.

Point is - Sometimes they work great, sometimes they don't.
